Hi everyone, there'll be more details soon. Thanks for all the interest. I've never had this much interest in a vaporware project before.

Me and a friend who I know in real-life are going to get the initial implementation built on our own. Once we have some code up, we'll be of course more than happy to accept help / pull requests / feedback from the community. Right now, though, the coordination costs would just be too high.
