WeeChat unofficial Debian builds can not be installed on Buster/Bullseye #1374

Bug summary

In Debian Buster (stable) and Bullseye (testing), libv8 is not available any more, it's replaced by libnode (WeeChat is not yet compatible with it, see #360).

Steps to reproduce

1. Install Debian devel package or version 2.5 on Buster/Bullseye (from a repository here: https://weechat.org/download/debian/).
2. Dependency is required but not available in Buster/Bullseye: libv8-3.14.5

Current behavior

Package can be installed only if libv8 is manually installed (Sid version for example).

Expected behavior

Make WeeChat installable without installing extra packages from other distro versions.

Suggested solutions

Don't build Javascript plugin at all on Buster/Bullseye, until WeeChat is compatible with the latest version of libnode (see #360).

Javascript plugin was already disabled in official Debian packaging: https://salsa.debian.org/kolter/weechat/commit/a3913194636f9bbb9d71502e288fb67cf890ea1c
