Add a "mouse_enabled|mouse_disabled" signal #244

Then we could have a trigger to set a visual indicator for "/mouse enable on" and for "/mouse enable off"

I switch modes all the time and would like to know right away what mode I'm in.

It depends how you want to be notified (in a script?), but you could maybe check the value of the boolean option weechat.look.mouse (which is set when you enable/disable mouse).
And if it's in a script, you can be notified of changes on this option with weechat.hook_config("weechat.look.mouse", ...).

But I agree a signal would be better, so I'll add one.
