Work around for bug in Python ftplib #284

User Kip reports a bug in the Python ftplib which makes it impossible to negotiate a secure data connection. See this thread.

The workaround is to use a separate option to set whether a secure data connection should be used. By default, it will be True, but it can be set to False for those installations with this bug.

secure_ftp = True
secure_data = False
