    WELD-644, catch errors reading classes

    If an error occurs loading a class which will create a bean
    definition, the class is ignored, but deployment still
    succeeds.

    WELD-521, Switch to using a SAX parser, support

    for Metadata for better error reporting, BDA passes
    class names, not literals
    
    * Replace DOM parser with SAX parser to allow tracking of location
      of metadata
    * Add built in parser for generating Scanning metadata
    * Alter BDA contract to take names of classes to load, not Class
      literals and use ResourceLoader to load classes.
    * Add Selector that implements Ant-style globbing of names (borrowed
      from Ant)
    * Implementation of filters
    * Tests
      - most combinations of filters and activations tested
      - missing tests for incorrect metadata specification
    * Add loadExtensions to bootstrap
