Remove lib/whois/definitions/NOTES.txt from gemspec #178

Removed in 28c3606

Causing the following warning during bundle install:

whois did not have a valid gemspec.
This prevents bundler from installing bins or native extensions, but that may not affect its functionality.
The validation message from Rubygems was:
  ["lib/whois/definitions/NOTES.txt"] are not files

Also as a side note, when I do rake gemspec to regenerate programattically, almost the entire file is diffed, mostly changes strings from "" to %q{}.

I have a few commits on my local repository, including a regeneration of the gemspec file.
I'll push them in a few minutes.

About the string syntax, I guess it depends on the Rubygems version. I'm using 1.8.24.

You know, I just tried again with 1.8.7 and it didn't do the same thing, so I guess it just depends on the Ruby version.
