Wesnoth engine does already contain a complete WML parser with preprocessor and knowledge about directory locations.

Would it be hard, to allow it to go through add-on (or core or core campaign) code to look for broken references to images, sounds, macros and so on, using existing implementation of WML interpreter?
Perhaps it can also check for undefined unit-ids, race-ids, and so on.

I know that some python tools exist to do the job, but they do not have all knowledge which Wesnoth itself has.
