Feature Request: enable/disable mods when loading start-of-scenario saves #4082

In the load-game dialog, it's already possible to change the difficulty when loading a start of scenario save. It would be nice to be able to add or remove modifications too.

In 1.14, it seems already possible by editing the save file directly, for example:

	- active_mods=""
	+ active_mods="non_fatal_wounds"

While it does certainly make sense for some mods, It's also possible that other mods will cause bugs if there are disabled during the campaign.
