[giow] (2) Make it so that non-parser-blocking scripts don't get bloc…

…ked on style sheets. Making dynamically inserted scripts block stuff as well is _extremely_ hard to reason about: consider multiple iframes sharing the same event loop, for instance. Which tasks do you block? How do you keep things ordered? What about <link onload>s that insert script elements?
