Is some cases a developer may not care about restoring the application scope during test framework execution.
If
restoreTestRunnerApplicationScope == false, theDuplicate(application.wheels)line is skipped, which in turn, causes the$restoreTestRunnerApplicationScopeto also be skipped.This can lead to some performance increase in cases where the test runner is executed many times.
PS. If the test suite ran within it's own application scope, all this would go away..
