Is some cases a developer may not care about restoring the application scope during test framework execution.

If restoreTestRunnerApplicationScope == false, the Duplicate(application.wheels) line is skipped, which in turn, causes the $restoreTestRunnerApplicationScope to also be skipped.

This can lead to some performance increase in cases where the test runner is executed many times.

PS. If the test suite ran within it's own application scope, all this would go away..
