test with -liconv #2

What steps will reproduce the problem?
1. Install iconv.
2. Compile win_iconv_test.c with -liconv:
i686-pc-mingw32-gcc win_iconv_test.c -liconv



What is the expected output? What do you see instead?

I expect the test file to compile. But the file does not compile, unless 
win_iconv.c is in the same path. It seems that the file is intended to work 
just with iconv.h, yet a few minor bugs prevent this.



What version of the product are you using? On what operating system?

0.0.1, Fedora MinGW cross compiling.



Please provide any additional information below.

Possible patch attached. After applying, both

i686-pc-mingw32-gcc win_iconv_test.c -DUSE_LIBICONV_DLL

and

i686-pc-mingw32-gcc win_iconv_test.c -liconv

work.
