Disables tailwind class sorting in eslint in favor of prettier. This enables and enforces class sorting outside of JS and Astro files
ensures that prettier runs last; the import organizer was adding semicolons also lints for prettier formatting

An upcoming PR will include some @apply in .css files, switching to prettier will allow sorting those as well
Also fixes lint script order so that prettier runs last, which removes the semicolons added by the import organizer
