.NET 4.5.1 & 4.5.2 EULAs #4180

I don't see mention in the docs on any burn or netfxext support for detecting and/or installing 4.5.1. Both VS2012 and VS2013 can target 4.5.1 so it seems like a gap for some users solutions.

I've added package groups for 4.5.1 redist installers. If we can get a URL for the 4.5.1 EULA, I'll add the WixVariables so 4.5.1 can be used in a managed BA.

Moving to v3.10: I don't have Eric's touch with the necessary folks to make it happen. In v3.10, we should carry the EULA as a text payload (to cover the no-IE/yes-Chrome bug).

The current links in v3.10 point to http://wixtoolset.org/licenses/netfx451, which currently does not resolve. Overriding the variable is also not possible as far as I can tell, however using 3.9 (which does not define WixMbaPrereqLicenseUrl) allows bundles to specify a url. Perhaps the WixMbaPrereqLicenseUrl should be overridable?

Regardless of whether the EULA is bundled as text in the future, the existing links that are out in the wild should be made to resolve. I'm happy to gather the licenses if that would help.
