Lyra Permissionless Testnet 1.4

what's new since ver 1.3:

• fully implement of pBFT consensus algotithm.
• fully functional dynamic syncing of blockchain database.
• passed a trivial double-spend test.
• a lot of blockchain database schema changes.

Note:
this release will reset the blockchain and config files. please remove ~/.Lyra/*.json
