A Firefox and SeaMonkey extension.
In the "Add Security Exception" dialog makes "Permanently store this exception" checkbox unchecked by default.

Fortunately, it is no longer needed. Since Firefox 66 there is the
about:config pref:
security.certerrors.permanentOverride
