We will soon be using GlotPress to manage all translations for core WooCommerce.

This will be a huge improvement and make not only our lives easier but encourage and help all translators collaborate.

I want to champion this for 2.2. Added to the milestone.

@Ramoonus nothing will change on the users end. Instead we'll be using a software translation tool like GlotPress or possibly Transifex to collaborate and manage localization files instead of through GitHub.
