Issues with HTML Entities for Punctuation

Users are reporting some issues with HTML entities in Aztec. I’ve seen two different cases:

HTML entities showing up in email notifications or publicized posts (e.g. apostrophes or quotation marks replaced with their HTML entities there).
HTML entities breaking or messing up shortcodes, e.g. contact forms and recipes, because the quotation marks within the shortcodes are replaced.

Tested with the following steps and everything looks good:

1. Publish a page containing a contact form.
2. Open the page in WPiOS 8.2.0.20170731.
3. Toggle back and forth between the HTML and visual editors and look for any oddities with encoding.

Result: didn't see any encoding problems.
