<para>On 12th July, the Postmaster-General telegraphed to Captain Collins inquiring what had been clone under the instructions as to recovery of the amount due under the guarantee. </para>
</item>

<para>On 15th July, Captain Collins replied, "Referring to your telegram of 12th July, amount of guarantee not yet paid. Am insisting on immediate compliance demand." </para>
<para>No further information has been received, but the matter is in the hands of the Commonwealth representative in London, who throughout is acting in consultation with the Commonwealth's London solicitor. </para>

The Minister has said that if papers are laid upon the table of the Senate thev become its property, and the Department may be unable to get them when required. The usual course is to have copies of documents laid upon the table of the Chamber, and then there can be no difficulty about the control of them. At the same time it affords an opportunity to honorable senatorsto have the documents printed. </para>

<para>- The practice which now obtains in the Senate is one which, in my experience, was adopted in the Victorian Parliament, Many of the papers which are asked for are filed, being in some cases most voluminous. Often there are references in a file which should not be subject to public scrutiny. It would be a great mistake if we laid down a general rule that copies of documents should be placed upon the table of the Senate. In particular cases where that course is desired, I think that if representations are made there will <inline font-style="italic">be</inline> no difficulty. </para>
