Web monetization: Coil has shut down

Describe the bug

Coil shut down in March and is being replaced by the Interledger foundation.

Support and mentions of Coil should probably be migrated over.

Steps to reproduce (if necessary)

Steps to reproduce the behavior:

1. Go to settings, etc.
2. Note that it still says Coil and requires Coil memberships and such
3. Coil is gone, so this won't work

Expected behavior

WriteFreely should probably switch over to Interledger.

Thanks, great point. I was in touch with the Interledger folks a few months ago and was waiting to hear from them on next moves. Still nothing so far, but can at least remove links to Coil.
