Check WSL HRESULT code before every WSL action #19

Sometimes WSL simply returns HRESULT error code like 0xFFFFFFFF when the WSL cannot run correctly. This needs to be checked.

This issue may not effective due to adopting LxRunOffline. I'll close this issue now, but it can be revisited later.
