It's alive!

The bot works and has the following features:

• sends firing alert messages to users
• edits previously sent messages for now resolved alerts to prevent white noise on the chat history
• provides callbacks to quickly silence the alert group directly from the message with inline keyboards
• can use either in-memory or a persistent storage database
• only allows requests from predefined users
