wxGe, wxDemos & wxDocs crash behind firewall with pip v10 #817

Operating system: Found on Windows 7 but expected to apply to all platforms
wxPython version: 4.0.1
Stock or custom build: Stock (pip install)
Python version: 3.6-64 & 2.7-32 but expected to apply to all

Description of the problem:
As an attempted workaround when dealing with aggressive proxies, etc., the wxGet utility falls back to trying to use pip download to get the required files. This did not work on the specific installation location that I was dealing with anyway which left the final fall-through to instructing the user to perform the operations manually.
However, since the release of pip v10 this actually crashes on the attempt to use pip and does not offer the user the final advice.

Since it is not sure that the pip option will work anyway the suggested fix is to remove the pip fall-back option completely.
