In Gotham 13 beta 1 (OE 3.95.1 x86_64) XBMC binds JSON/RPC to IPv6 localhost address only [::1]:9090 if "Services/Remote control/Allow programs on other systems to control XBMC" is disabled. That's why IPv4 tools are unable to connect to it. When aforementioned option is enabled, XBMC binds to TCP IPv4 0.0.0.0:9090 and everything works OK. I do think XBMC JSON/RPC should probably listen on IPv4 TCP/IP localhost address 127.0.0.1.
