Coming from the gnome-software issue(https://gitlab.gnome.org/GNOME/gnome-software/-/issues/1567)

A tag for non-gratis/paid software so that people using the appstores will not get confused. In addition to that it would also be a good to differentiate applications that are "Freemium/Free to play" like various online games.

This would need some discussion, e.g. "should AppStream metadata contain a developer-set base price?", but most importantly "should this be part of AppStream metadata at all?". The software center should know whether an app has to be paid for or not, so that information is already available. For shareware-type builds it may make sense to tag those though (maybe even using a <tags/> tag...).
