变量分为两种：仪表盘局部变量和全局变量

设计原则：

变量拥有默认值
全局变量可以在后端通过硬编码或者插件的方式实现取值
支持通过 HTTP 的方式去外部取值
局部变量保存在仪表盘中，全局变量保存在mysql表中
