I don't think it should be necessary to declare namespace. It is to error prone. I would prefer to say this namespace is predefined.

For better or worse, you can't predefine namespaces in XML.

Sorry, but as Alan taught us in London: As an implementer I can do anything. ;-))

To my reading, @as is an attribute containing a STRING. This string is interpreted by the XProc processor as a sequence type string. Why can't I say, that the sequence type compiler has a predeclared namespace? It has nothing to do with XML, has it?
