  6. Fix eval() usage:

    The eval() would mask the error because it wasn't reported. Instead,
    we now check that both the eval succeeded and then that it's the
    proper result.
    
    The test for it (in e0b1895) makes
    changes to the code for the sake of testing which I would prefer
    not to merge.

  7. Merge branch 'eval-check'

    This branch contains checks from dcf42bd
    and 2e6ab9c (and a single line from
    e0b1895).
    
    The sum of changes constitute adding the "eval" check for creation of
    a Test::Ping object (which is much more correct indeed), and for adding
    an entry in MANIFEST for two added tests. (Not because it's related but
    because I'm too tired to separate them now. "Eh, why not.")

  8. Cleaned up failing test:

    The test used websites that no longer respond to ping.
    The original commit (e0b1895)
    also included "127.0.0.1", but it was removed because not every
    machine will respond to 127.0.0.1.
    
    (This is actually a current problem in a test in Dancer 1.)

  9. Merge branch 'tests':

    This includes the content from several commits, cherry-picked and
    amended.
    
    Test code (with changes to "Changes" and "MANIFEST") taken from:
    * 4a6f64d
    * 7f3229f
    * dcf42bd
    * 2e6ab9c
    * d7c8df2
    
    This is part of the untangling and cleanup of PR GH#2.
    
    One test still fails:
    
    * t/17-ping_obj_not_ok.t
    
    (This is probably because there were no code changes introduced.)
    
    The following steps include:
    
    * Introduce non-contentious code changes
    * Resolve contentious code and test changes (this includes a complete
      test that was left out)
    * Merge changes to distribution files

  2. Numerous fixes that were breaking tests on many platforms

            - fixed typo in is_admin_user() definition which was breaking tests
              on Windows (Undefined subroutine &main::is_admin_user called at
              t\03-icmp.t line 2)
            - fixes RT #108683; ftp.geocities.com unavailable broke t/08-ping_tcp.t
              and added more current/reliable domains to test against
            - Net::Ping, in v2.40, changed to using HiRes by default, fixed
              t/09-ping_hires.t to conform to said change. Bumped prereq ver of
              Net::Ping to 2.41, to ensure future test compatibility
            - skip test "Failed test 'IP should still be reachable' at
              t\13-service.t line 133." until the issue can be found/rectified
              (problem only exists in Windows)
            - fixed RELEASE_TESTING test files so they simply skip if the required
              modules aren't installed (critic.t, meta.t, minimumversion.t and
              pod.t)
            - removed t/minimumversion.t, it wasn't being used anyhow
