Make Travis check for duplicate shortnames #341

Travis should ensure that no duplicate is ever entered for a shortname. Are there other elements that need to be unique across XEPs too?

Will be trivial to implement with #498 -- the xeplist contains the shortnames (and already strips the "Not yet assigned" things out).
