This pull request moves some condition checks from test/ci/azure-pipelines_windows.yml to test/ci/*.cmd for reducing dependency on a specific CI.

I verified these:

  • Azure Pipelines (Windows) still performs the tests including Maven package (only on Saxon 9.9) and Compile Java (only on Java 8)
  • AppVeyor still performs the tests including Maven package and Compile Java.
