Create office file button is displayed for users without edit right

To reproduce it, create a page MyPage and remove for user TestUser the edit rights.
Now you should not see the New office file button.
But the button is actually displayed.

Note that the edit is not actually working, since the app checks the edit rights on the document. So this is not a security problem.
Note 2, the Collabora button near each office file is still displayed since it's for viewing the files, not edit.
