When installing the ideas application on a subwiki, the application panel entry is shown on the whole farm

Steps to reproduce :

• On a 11.10.4 instance, create a subwiki and install the ideas app in this subwiki
• Create a second subwiki, make sure that the applications panel entry is displayed on this subwiki.

Expected : the second subwiki does not show any trace of the ideas application in its application panel, as the ideas application is not installed in this wiki
Actual : you can see an entry "ideas.app.title", which leads to nowhere on the wiki.
