Tested on 10.6 with XPoll 1.9.3
Related: https://jira.xwiki.org/browse/XDOODLE-39

XPoll template is available in the whole wiki. This behavior is inconsistent with the other applications. You can create Meetings only in the Meeting space, Forums in the Forum space, but you can create Polls everywhere.
We should restrict the template to be visible for the applications that are dependent like XPoll and Meeting.
Also when on XPoll space, the Polls should be preselected.

* make XPoll Template is available only on XPoll and Mettings
* XPoll Template is preselected in XPoll space
