Implement a tag list macro

Please implement a tag list macro that will list all tags present on an instance, filterable by Space and excluded tags.

Listlabels macro from confluence should then be converted into tag list macro.

When you click on a tag, a page that lists pages with that tag appears (redirected to platform viewTag)

Hi we realised that we should change the name of this feature as it may be easily mistaken for https://extensions.xwiki.org/xwiki/bin/view/Extension/Glossary/GlossaryApplication/ .

Does tag list work? I believe tag index may be descriptive too but "index" is a much less common word than "list" according to search trends.
