Update `make deps`

make deps is outdated. It should setup the VM depending on the OS and replacing the setup instructions of the README:

• macOS: https://github.com/yetanotherco/lambda_vm/tree/update_readme#download-pre-installed-c-libraries
• Linux: https://github.com/yetanotherco/lambda_vm/tree/update_readme#compile-them-directly

Once make deps gets updated we should also update the README reflecting those changes, specifically changing the Setup executor section
