to repeat:

  1. launch - library in any mode
  2. set start mode to remember
  3. set library sidebar mode - library is in the sidebar
  4. quit - library expected to launch in remember-sidebar
  5. launch - library in sidebar
  6. set start mode to window
  7. quit - library expect to start in window
  8. launch - library in window
  9. set start mode to remember
  10. quit - library should launch in remember window
  11. launch

expected: remember window
actual: sidebar

when the library launches in a fixed start mode it doesn't set the library mode to that mode. so unless the mode is changed again the last window mode that was specifically set by the user is used for the next remember launch.
