pages without a root node causing export anomalies #657

during +extra files if a page is encountered in the document page list that does not have a root node -- it can cause max-version to be set to zero (among other problems). this results in incorrect version of things being exported.

this probably has likely be extant for a while.

the problem only produces a user-noticeable issue when

  • 7.1 migration causes many extra temporary page objects to be created and destroyed.
  • the new stacks 3.2.5 +extra-files mechanism that produces a shorted list for each page preview.
