I've verified and I assure that I'm running youtube-dl 2016.08.31

My: 94.23.-snip- is blacklisted on yt-dl i get error HTTP 429 Max request

You are restricted by YouTube not youtube-dl. youtube-dl does not impose any limitations ifself.
