Errno 111 Connection refuse

hi ,
sry for asking but i searched a lot for this issue !
i'm using ubuntu 16.0.4 LTS
i have to use proxy for connect to youtube
i tried : tsocks youtube-dl "https://www.youtube.com/watch?t=4&v=BaW_jenozKc"
i am sure tsocks work correctly because i test it before .
Could u help me plz?
