Is it possible to have Rutube (http://rutube.ru) downloading support?

Added support, you'll need ffmpeg for downloading the videos.

Why is it that JDownloader can download from Rutube so much faster than youtube-dl? I see that ffmpeg is just used to combine the fragments into one file and doesn't re-encode, so I don't see why that should be a bottleneck.
