When I set --rate-limit or -r option, it seems that the value is doubled. In example, --rate-limit=50k limit download rate to 100k.

I use following version of youtube-dl: 2013.07.12

duplicate of #595, bug still exists fixed in 2013.08.17? download speed starts a bit weird, but approaches --rate-limit value over time
