I'm having the same issue when trying to download a video from NBC.com using youtube-dl 2017.06.18. I tested downloading a YouTube video and it worked, but NBC.com always produces this error:

EDIT: in case this helps solve the issue, I figured out how to manually download a video from NBC.com. I viewed the HTML source of the page in Chrome and looked for this tag, which can be found in the <head> section:

After decoding it, I extracted this URL from the v parameter inside the content property:

After decoding this twice, I got the URL of the video from the releaseURL parameter near the beginning of the output:

When accessing the URL, it turned into this temporary URL:

The video then started playing in the browser, and I was able to download it by clicking the Download Video icon in Chrome's media control bar.
