The program can not save the file with Russian characters [bug]

Previously, everything worked! Today installed a new version of youtube-dl and crashed.
I run:

youtube-dl -o "%(title)s.%(ext)s" "https://www.youtube.com/watch?v=LoGtigGkO8A"

And I saw this error which did not give me the download video:

Command:

youtube-dl -o "1.%(ext)s" "https://www.youtube.com/watch?v=LoGtigGkO8A"

loads the video perfectly.

All I understood was the problem. The sign "" can not be written to the file system of fat 32. I changed the path to the file system ext 4 and now everything is fine.
