So, I'm having this issue too and I'm curious as to why for example other applications that use the Windows certificate store, such as Internet Explorer, can load the YouTube website fine, even if there are expired certificates present in the store. Why can't youtube-dl do it too?

I had a look in my certificate store as per the linked instructions, and there is only one root certificate that is expired. It is named Google Internet Authority G2 with an expiration date of 2017/01/01. That certificate expired almost 10 months ago. Looking at this date, I can't help but wondering why did this just now become a problem? Instead of deleting the expired certificate I edited its properties and selected Disable all purposes for this certificate and this has fixed the issue for me.

So can you please elaborate on why this only started to happen now and not 10 months ago? This is so weird and I want to understand this.

I am using Windows 7 SP1 x64, and youtube-dl 2017.09.24.

And when exactly did it start to happen?

I cannot tell you an exact date, as I don't use youtube-dl every day, only from time to time. I only noticed this for the first time earlier today. But, it didn't happen two weeks ago, that's for sure.
