generic information extractor sometimes downloads SD version when HD is available #14034

The video in question is from this URL: http://video.genfb.com/10154871267022515

With no options, youtube-dl downloads the SD version of the video (13MB). With the "-f 0" option, youtube-dl is able to download the HD version (54MB), but the documentation states that the highest-quality version is downloaded by default.

I realize this is probably a problem with this particular web page, but if there is an easy way for youtube-dl to compensate, it would help future users.
