`setup.cfg` not included in release tarball

setup.cfg is missing in the release tarball youtube-dl-2017-11-26.tar.gz. This lets the make target codetest fail with lots of errors (all of which should be ignored according to setup.cfg).

Suggested fix: Add setup.cfg to the tarball.
