Sure seem to be a lot of ABC iview issues opened and then closed as "duplicate" or locked to collaborators. As it's a 403 error I'd place a guess that it's server side rather than domain or encoding. Maybe some feedback would be constuctive at this point. Fwiw.

Episodes are playable within browser and issue can be duplicated across operating systems and on separate networks. I am more than happy to test/provide feedback if location or proxy is an issue.
