Make sure you are using the latest version: run youtube-dl --version and ensure your version is 2017.12.31. If it's not, read this FAQ entry and update. Issues with outdated version will be rejected.

Could you try to include --referer and see if that works?
So the command becomes:
youtube-dl -F http://www.bilibili.com/video/av17843872/ --referer http://www.bilibili.com/video/av17843872/

For me, this fixes the issue, see log: https://ghostbin.com/paste/byuk2

Does adding --referer work for you?

Seems worked with --referer:

Is there any plan to fix this without --referer? IINA currently could not work with bilibili because of this.

Thanks!

@hiberabyss: It should be already fixed in 2017.01.14. I keep this issue open for 466 errors in rare cases.

This has to do with the regex, not the referer. Please open a new issue

Most likely that's the same issue as #15430

I think we can close this bug.

I'm getting youtube_dl.utils.RegexNotFoundError on my local version, but that's a different issue, as @yan12125 pointed out. Interestingly, issue #15430 is closed, but the problem still persists. Not sure what's happening there.
