Youtube download very slow :(

I am having this problem since 2-3days ago, at first the download speed starts very high at around 30mbps but then it will immediately slow down to 100-200kbps. In this example the 3.96MB video took 1min 7secs to complete unlike before where it only take less than 5secs to process that. I tried --force-ipv4 but this didn't solve the problem, I've tried other videos I'm having the same issue. Please note that my dowload speed is on an average of 400mbps.
