Is there a possibility to retrieve the list of Youtube Video IDs of a channel or user, eg youtube-dl --get-listing https://www.youtube.com/user/zeboydgames/videos?

I did not find such an option :(

This also could be expanded for other extractors, I think.

You're looking for --get-id, which already works for all extractors:

$ youtube-dl --get-id https://www.youtube.com/user/zeboydgames/videos

If you look at the channel listing https://www.youtube.com/user/noobclubru/videos?sort=dd&live_view=500&flow=list&view=0, after e7SQ6dXCJ20 there are other videos ID not retrieved.

This channel contains way more than six videos.. I'd suggest to skip over these blocked videos silently or output a warning or similar, but not stop on the ground while retrieving the IDs.

By default, youtube-dl aborts if it encounters any error, to allow automated (or manual unsupervised) execution. If you want to suggest to skip over theses blocked videos and output a warning, pass in -i (short for --ignore-errors) as well.
