ok.ru download is extremly slow (never more than 250kbps) even tho the stream itself is extremly fast with 4k streams.
[download]
9.6% of ~2.52GiB at 235.49KiB/s ETA 00:43^C
9.5% of ~2.52GiB at 234.48KiB/s ETA 00:43^C

youtube-dl --http-chunk-size 1048500 https://ok.ru/video/92650277483

Im sure this could be "fixed" if we could make multiple connections and therefore reach the 25mbps or higher using 100 connections for example.

Blame your ISP/ok bandwidth limitations.

thats the first seccond = 2.5mbps but then it drops to 250kbps.

Blaming ok.ru is probably right but there must be a way to somehow "bypass" this just like youtube with the --http-chunk-size SIZE
